Deoxys, I think that you should stop. I mean Lonely Cubone posted that a long time before you posted so, no he didn't steal your answer. If you see that someone else got the right answer or your answer then don't post because if it is right they will get the points for it.

Okay, Feebas is on route 119. You can catch it with any rod. Feebas is only on 1-6 Squares, and these are determined by your saying in Dewford. If you have the same sayiing as someone else, that does not mean you get the same tiles. If you manage to find a Feebas tile, you have a 50% chance of finding one, and a 50% chance of finding anything else. If you find a Shiny Female one with a good Nature you are a lucky sod.
